East Palo Alto imposes development moratorium due to lack of water

EAST PALO ALTO — A water crisis 3 decades in the making came to a head this week when East Palo Alto’s city council imposed a moratorium on development until the city can increase its historically meager water supply.

For the past fourteen years, the city has used nearly all of its annual water allotment, making it increasingly complicated for East Palo Alto to approve whole new developments, unless they can essentially provide their own water. With no easy or affordable solution in sight, developers are caught in limbo as they wait for the city to obtain additional water resources — a process that could take years.
